The polarization of Information and Communications Technology's knowledge, design and production access between the developed countries and developing economies has resulted into a 'digital diametrical world'; one producing technology and the other consuming what it cannot produce. Again, The lack of cognitive skills and design access has turned Africa into a dumping ground for these new technologies while equally turning Africa's best brains to repairers rather than creators of new age technologies.
