Rdc,·ant authorities should institute robust psychologicnl ·mental health sen ices \\ hich should. in addition to performing other routine functions. conduct resenrch, training and treatment: counsel personnel on substance usc/abuse: and teach otlicers being deployed on adnpti' c coping skills.
